Tito P. Refi is a business professional with a career that spanned over 4 decades in the banking industry, having worked for large, medium and small banks in the Philippines and in the USA; a banker who held managerial positions in key areas – International Banking, Information Technology & Telecommunications, Facilities and Bank Physical and Cyber Security. His major responsibilities included international trade and finance services that facilitated payments to exporters and expedited delivery of products and services to importers worldwide. He applied his training in Information Technology during his time in the banking industry by devising procedures and systems for efficient processing of financial transactions and securing of data and confidential information. He was directly involved in the planning, build-out, networking and securing of bank branch offices for Southwestern National Bank in Texas and the establishment of a sister bank Nevada National Bank in Las Vegas, Nevada.
At the time of his retirement in 2016, after 17 years of highly efficient and productive service, he served as Senior Vice President and Manager of the IT and International Banking Departments and also served as Facilities Manager and Bank Physical and Cyber Security Officer of the Asian-owned community bank in Texas, that earned him the OCA-Greater Houston Outstanding Asian Pacific American Employee Award in 2013 that was further recognized with a Resolution from the State of Texas.
He served on a non-compensated, purely voluntarily role as President of the Board of Asian American Health Coalition dba HOPE Clinic, a non-profit community health center in the Greater Houston area, dedicated to providing affordable quality care to all people in need of medical attention without regard to their ability to pay.
He graduated from De La Salle College in Manila with a degree of Bachelor of Science in Business Administration, Major in Management, Minor in Economics. Although without a degree or certification in Information Technology, but with on-the-job training, self-education, and persistence, he rightfully earned the position of IT Manager for the sister banks in Texas and in Nevada.
